Solving complex societal problems requires specific\ncollaboration skills, such not often found in Finland. Now a group of officials\nacross sectors is learning the necessary skills on training on Collaborative\nPublic Management. The training is designed as a start for a wider turn towards\nmore collaborative governance. <\/strong><\/p>\n\n\n\n

In October\n2018, the start session of the training at the Sofia Cultural Centre in\nHelsinki brought together 25 officials, chosen among the applicants. They\nrepresented different administrative levels and sectors, planning on land use\nand traffic, environmental issues, forest management and work on civic\nengagement, among others. The instructors, collaborative governance experts\nStephen Greenwood and Turner Odell, came from the National Policy Consensus\nCenter at Portland State University. The training is free for the participants.\nIt is funded by the Strategic Research Council at the Academy of Finland, as\npart of the CORE project<\/a>.<\/p>\n\n\n\n

The aim of\nthe training is to give the participants capacities to collaborate with\nmultiple actors and plan and lead processes that aim reconciling different\ngoals. The basis is in the model of collaborative governance that has been successfully applied in Oregon since 1990\u2019s<\/a>. The training also starts the building of a\ngrowing community of collaborative governance experts in Finland. <\/p>\n\n\n\n

One of the points to remember was \u201cheading northeast\u201d, that is to a win-win situation in which your own interests as well as the interests of the other party are met as well as possible. Northeast can be reached when the attention is moved from the parties\u2019 stated positions to their underlying interests. (Greenwood & Odell, training material)<\/em> <\/figcaption><\/figure>\n\n\n\n

In the\nbeginning of the training, the participants told about cases they were familiar\nwith in which there is or would have been a need for more collaborative\npractices. The instructors presented two cases of solving a complex problem\ncollaboratively. At the mouth of Columbia River in the U.S., a solution was\nfound for the local erosion problem. In the case of conserving the greater\nsage-grouse in Western U.S., the conflicting economic and ecological interests\nwere reconciled into a widely accepted action plan. <\/p>\n\n\n\n

Referring\nto the success factors in the two cases, the instructors then introduced principles\nof collaborative governance and phases of a collaborative process. A third\ntheme to be studied was personal collaboration skills. The learning on the\ntraining was supported by worksheets with which the participants applied the\npresented points and ideas to their own cases and actions. <\/p>\n\n\n\n

Matti Hovi from Mets\u00e4hallitus said that he will summarize the ideas from the training for his colleagues. \u201cI aim at using the insights I learned here myself, but also share them to the others\u201d. <\/em> <\/figcaption><\/figure>\n\n\n\n

\u201dThis\nresponds exactly to the need that I recognize at least in our work. Our work\nshould be to solve problems together with the others, and here these kinds of\ncollaboration skills are necessary\u201d, states Matti Hovi from Mets\u00e4hallitus. \u201cWe\nhave among others a planning process on management and use of conservation\nareas, which is participatory in a traditional way, including consultation of\nstakeholders. But the methods discussed here in this training go far further\nthan that\u201d. <\/p>\n\n\n\n

The\ncompetence to assess when to use collaborative methods is one of the very basic\nquestions in collaborative governing. \u201cWhen new things come up, you should take\na moment to ponder whether this is an issue requiring collaboration and thereby\nstarting of a collaborative process, or can we just make a quick decision by\nourselves\u201d, Matti Hovi continues. \u201cWe come across situations in which there are\ndifferent parties with differing interests and they should be reconciled in a\nway or another\u201d. The training has given me tools for recognizing such\nsituations\u201d, says Jenni Kuja-Aro from the Environmental Services of the City of\nHelsinki. <\/p>\n\n\n\n

Tytti\nViinikainen from the Finnish Transport Infrastructure Agency found that the\ntraining gives useful tools for the officials in her own department. \u201cIt was\ngood that the toolbox discussed today was not technical, such as \u2018organise\ngroups of 5-6 persons at 18.00\u201d, but about the grounds of interaction: accept\nthe conflicts, and listen more \u2013 this is just what our officials need in their\ndiverse processes\u201d.  <\/p>\n\n\n\n

Stephen\nGreenwood was impressed by the diversity of the participants. \u201cI didn\u2019t think\nthat they would come from so many different organisations and across the\ncountry.  The potential for influencing a\nlot of different aspects of Finnish public life is actually quite high.\u201d<\/p>\n\n\n\n

\u201dIt has\nbeen intriguing to note how the issues people are concerned about are just so\nthe same that we are dealing with in the United States\u201d, Greenwood states. How\ndo you get people to collaborate when they don\u2019t want to. How do you proceed,\nif you\u2019re the one who really wants to convene a process, and you\u2019re not\nperceived as neutral. How do you do a process when there\u2019s no trust between the\nparties. All the things that people listed up in the starting discussion.\u201d The\ncontexts are, however, different. \u201cIt is interesting to see how these same\nissues interact in the relatively different Finnish context. They may just have\na little bit different flavor\u201d, contemplates Odell. <\/p>\n\n\n\n

The instructors recognized many challenges faced in developing collaborative governance in Finland as the same that in the U.S. have been discussed for a longer time. One of the common issues in both countries is the tendency of many officials to think that the officials are responsible for finding the solutions themselves. Real collaboration, however, becomes possible only when the thinking is turned to that the solution can only be created in collaboration.<\/em> <\/figcaption><\/figure>\n\n\n\n

At best,\nthe training creates the ground for the Finnish culture of collaborative\ngoverning, which also includes a common language. \u201cFor example when a colleague\ntells about his or her process, you can ask what were the interests as opposed\nto the positions\u201d, Greenwood describes. He hopes that after the training the\nparticipants can keep in touch with and use each other as peers support when\napplying the new practices. \u201cHopefully they really get support\u201d.<\/p>\n\n\n\n

The\ntraining will last until May 2019. The development of the Finnish community of\npractice on collaborative governance will continue among others with the\nestablishment of a contact platform and with events sharing insights from the\ntraining. In Autumn 2019, the CORE project will organise an open COREvent\nworkshop, as an opportunity for all interested to get familiar with the key messages\nand ideas from the training.
